Electric Motorbike Subsidy Rules Changed, Aismoli Believes the Target of 200,000 Units Will Achieved

Chairman of the Indonesian Electric Motorcycle Association (Aismoli) Budi Setyadi said he was optimistic that sales of electric motorcycles with a subsidy of IDR 7 million from the government would reach the target of 200,000 units in 2023. This is in line with the expansion of recipients of electric motorbike subsidies for the public, which will hoist number of enthusiasts to reach the target set by the government.

“With the new scheme, of course it will boost public interest. Even now, many industries have asked questions. What we hope for is the acceleration of this regulation (scheme change). So that until December, we are optimistic,” said Budi.

He also explained that this optimism was also driven by the readiness of the industry to provide electric motorcycles. In fact, not only to meet demand from the public, but the industry is also ready to meet requests from a number of government agencies that have been encouraged to use electric vehicles as operational vehicles.

In addition, Aismoli said the number of electric motorcycle industries that wanted to become partners with the government was also increasing. This can be seen from the industry which has begun to increase the Domestic Component Level (TKDN) to at least 40 percent as required by the government. There are already 14 companies with 30 models of electric motorbikes that have partnered with the government. Going forward, it ensures that it will continue to grow.

It is known that the government has issued a policy regarding the expansion of recipients of the assistance program for the purchase of battery-based two-wheeled electric motorbikes. This was marked by the issuance of Minister of Industry Regulation Number 21 of 2023 concerning Amendments to Permenperin No. 6 of 2023 concerning Guidelines for Providing Government Assistance for the Purchase of Two-Wheel Battery-Based Electric Motorized Vehicles.

“The main basis for this policy change is to accelerate the building of electric vehicle ecosystems in the country and create a cleaner Indonesia. This goal will certainly have an impact on increasing investment, spurring industrial productivity and competitiveness, as well as expanding the workforce,” said Minister of Industry Agus Gumiwang Kartasasmita in Jakarta, Tuesday (29/8).

In Permenperin 21/2023 it is stated that the assistance program is given for a one-time purchase of a Two-Wheel Battery-Based KBL made by the public with the same identification number (NIK). “This means that people who want to get this government assistance program are required to be Indonesian citizens who are at least 17 years old and have an electronic KTP. One NIK KTP can buy one unit of electric motorbike, “explained the Minister of Industry.

Through this government assistance program, the public will receive a discount of Rp. 7 million for the purchase of one unit of Two Wheel Battery-Based KBL. “The government will pay reimbursement of discounted prices for the purchase of electric motorbikes by the public to industrial companies,” said Agus.

Permenperin 21/2023 also emphasizes, in carrying out the purchase process for Two-wheeled Battery-Based KBLs, dealers need to check the suitability of NIK-based buyer data that is integrated with the Ministry of Home Affairs’ Population and Civil Registry data using the information system provided by the Directorate General of Metal Industry, Machinery, Transportation Equipment and Electronics (ILMATE) Ministry of Industry. The data is called the Information System for Providing Assistance for the Purchase of Two-Wheeled Electric Vehicles (SISAPIRa).
